Contractor License Meta Ads: 385 Leads at $8.23 CPL
An anonymized U.S. company that helps tradespeople get a contractor license and open their own business used Facebook and Instagram ads, in Russian and English, to generate licensing leads nationwide.
$3,169 in ad spend 385 leads at $8.23 per lead 98 leads in a single week at $2.30 22 consultation calls booked in an 18-day flight
Reporting window: January 10 - July 3, 2025, across two campaign flights.
Alexey Beletsky and team built the offer and the creatives, ran the campaigns and tracked leads through the CRM pipeline to booked consultations. This case measures lead generation and booked consultations; revenue is not part of the report.
The Challenge: Selling a High-Trust Offer to Tradespeople Nationwide
The client helps HVAC technicians, plumbers, electricians, handymen and general contractors get a state license and start their own company. The campaign had to turn a paperwork-heavy, trust-based service into a steady flow of leads ready for a consultation call.
A trust-heavy offer
Licensing sounds like paperwork and risk. People only apply when a credible face and a clear promise stand behind the offer.
A nationwide niche audience
The right people are skilled tradespeople who work for someone else, spread across dozens of states with different licensing rules.
Two languages, two markets
A large part of the audience speaks Russian, another part English. Each needed its own message and creative.
Leads must become conversations
Every license is sold through a call and a consultation, so the campaign had to feed a sales pipeline, not just a spreadsheet.
What We Did: One Sharp Promise, Two Languages, a Trusted Face
The client report records the ad copy and creatives, the daily delivery data, the lead forms and the CRM pipeline. The following describes what those records support.
An independence-first offer
The headline promise was "HVAC license in 1 month", paired with a pain point every technician knows: giving away 50-60% of what they earn to an employer.
Bilingual creative sets
Russian and English banners in square and vertical 9:16 formats, plus video, all in one recognizable visual style.
Qualifying lead forms
Forms asked for license category, state and the best time to call, so the sales team knew who to call first.
A trusted personal brand
Campaigns ran through an industry expert's Instagram, with Instagram DMs and WhatsApp as extra lead channels next to the forms.
A webinar launch
In March the account promoted a Russian-language webinar about getting a license, and had its strongest week.
CRM pipeline and weekly funnel reporting
Leads went into a GoHighLevel pipeline with call, SMS and consultation stages. Forms, booked demos and show-ups were tracked every week.
The Results: 385 Leads, a $2.30 Week and Booked Consultations
Metrics are recalculated from the dated daily rows of the client report, January 10 - July 3, 2025, and from the funnel and CRM data recorded in the same workbook.

The report this case is built on, January 10 - July 3, 2025: $3,169 in Meta ad spend delivered 385 licensing leads at $8.23 each. The best week brought 98 leads at $2.30 during the webinar launch, and March closed at $5.39 per lead. Rows are recalculated from the dated daily rows; lead data and brand pages are removed.
Lead growth week by week: 385 leads across both flights, with the webinar launch week adding 98 of them at $2.30 each. In the 18-day handyman license flight, 92 leads produced 43 completed qualification forms, 22 booked consultations and 12 consultations held, while the CRM pipeline reached 360 leads from 33 U.S. states.
The creatives behind the numbers: the same offer in English and Russian, in square and vertical 9:16 formats. Every banner leads with one promise - an HVAC license in one month - and the pain point that drives the audience: giving away 50-60% of their income to an employer. Brand details are removed.
The Key Insight
The campaign answered the question it was funded to answer: Meta Ads can bring a steady flow of contractor-licensing leads at a low cost. Over two flights, $3,169 in ad spend delivered 385 leads at $8.23 each, from tradespeople in 33 U.S. states. The CRM pipeline grew to 360 leads, and the handyman license flight alone booked 22 consultation calls in 18 days.
Three things drove it.
Trust did the heavy lifting. A license is a high-trust purchase: people hand over documents, time and money to someone they have never met. Running the campaigns through a recognizable industry expert's Instagram made the offer believable, and the strategic review credits that personal brand with significantly better engagement and lead quality than generic brand advertising.
Events produced the cheapest leads. The week of the Russian-language webinar launch brought 98 leads from $225, a cost per lead of $2.30, at a 3.62% click-through rate. That week turned March into the best month of the campaign: 219 leads at $5.39. A live event gave the ads a concrete reason to click and gave people an easy first step.
One sharp promise worked in both languages. Every creative carried the same idea, "HVAC license in 1 month," plus the pain point every technician recognizes: giving away 50-60% of what they earn to an employer. English and Russian, square and vertical, banners and video all spoke with one voice. Qualifying forms then did their part. In the handyman flight, 43 people completed the full qualification form, and 22 of them, 51%, booked a consultation.
The next step for this channel is to scale what already works: more expert-led and webinar campaigns, separate funnels for each license category, a clear walkthrough of the licensing steps in the ad, and instant follow-up so even more leads reach a consultation.
